Meet The Board

Serves for the Central Louisiana Chamber of Commerce. Mr. Perkins was appointed in 2018. His seat is a 4-year term and he is up for re-appointment in 2029. Bradley’s roots run deep here in Central Louisiana. He spent his childhood and most of his adult life in the Pineville area. He graduated from Tioga High School and then from LSUA with a bachelor’s degree in Business Administration. He has more than 2 decades of banking experience here in Cenla and is currently a mortgage loan officer at Red River Bank. He has also spent many years giving back to the community in various roles for different civic organizations.

Mr. Cohran serves on the Rapides Parish Police Jury and was appointed in 2020 to complete Mr. Miller’s term. His seat is a four-year term and is up for reappointment in 2026. A lifelong Louisianian, Mr. Cohran is a dedicated business owner, United States Marine Corps veteran, and active community leader deeply rooted in Central Louisiana. He graduated from LSU with a bachelor’s degree in Business and went on to build the largest Allstate Insurance Agency in Central Louisiana. His life and career reflect a lasting commitment to serving his country, protecting local families, and strengthening the Central Louisiana community.

Serves for Louisiana Central previously known as CLEDA. Mrs. Jeansonne was appointed in 2022 to finish Mr. Wright’s term. Her seat is a 4-year term and she is up for re-appointment in 2027. Denise Stroud Jeansonne is a lifelong resident of Pineville. A graduate of Pineville High and alumni of Northwestern State, she is an owner of Southbound Spirits along with her husband, Corey, and business partner. Mother to two daughters, Addison and Aubrey, the family are members of Pineville First United Methodist Church. Denise proudly volunteers at her daughters’ schools and for various community events. Serving on the PDDD is a crowning achievement for Denise stating “being able to witness the growth of the city she loves so dearly firsthand fills her heart with so much pride and joy”.

Serves for the City of Pineville. Mr. Jackson was appointed in 2018. His seat is a 4-year term and he is up for re-appointment in 2026. Mr. Jackson is the current Senior Pastor of St. Matthew Baptist Church in Boyce, LA. His ministerial and pastoral experiences span over 30 years. He earned a bachelor’s and master’s degree in theology from the United Theological Seminary & Bible College. He served in the United States Army and the Louisiana National Guard for over 35 years. He currently serves the community through many cultural and civic organizations Mr. Jackson is married to his beautiful wife, Annie Rose, and has four children and 9 grandchildren.

Mr. Jones was appointed as the attorney in December of 2024. He is a Pineville High School Graduate 1979; LA Tech University B.A. Pre-Law 1984; LSU Law School J.D. 1988. Mr Jones is a former Pineville City Attorney & Prosecutor; Past-President of Louisiana City Attorneys Association; Former Member Executive Board Louisiana Municipal Association; Member of Police Jury Attorneys Association; Past-President Pineville Kiwanis Club. His Primary Areas of Practice: General Louisiana Civil Law, Public Entity Law; Municipal Law; Experience Working With or For All 10 Municipalities in Rapides Parish; Member Calvary Baptist Church; Former Member First Baptist Church of Pineville.

Serves for the City of Pineville. Mr. Graham was appointed in 2024. His seat is a 4-year term and he is up for re-appointment in 2028. Mr. Graham retired recently from the City of Alexandria after 33 years of overseeing the administration of the Water and Wastewater Department’s. He is a lifelong citizen of Pineville. Married for 45 years to Robin Nugent Graham and the proud father of five beautiful daughters and fourteen grandchildren. He has continued his career with a local engineering firm and is very humbled to serve the citizens of Pineville on the PDDD.

Serves for the City of Pineville. Mrs. Miller was appointed in 2022 to finish Mrs. Phoenix’s term. Her seat is a 4-year term and she is up for re-appointment in 2029. Mrs. Miller moved to Pineville in the 90s for college. She is a 1994 Graduate of Louisiana College. Her and her husband Chuck have currently owned and operated Louisiana Fireplace since 2015. She has two adult daughters. She loves being a part of this community.

Serves for the North Rapides Business & Industry Alliance. Mr. Tudor was appointed in 2022 to finish Mr. White’s term. His seat is a 4-year term and he is up for re-appointment in 2028. Mr. Tudor is a life long resident of Pineville , graduate of PHS , Duke Univ. And LSU Law School. He served in the Army National Guard. Prior service on England Authority and three years as Chair; as well as other public bodies and civic and cultural organizations.

Mrs. Stellwagon started working with the Pineville Downtown Development District in October of 2024. She was officially appointed as executive director in December of 2024. In 2016 Mrs. Stellwagon did her high school senior project to raise money to Save the Dairy Baron at Central State Hospital raising over $23,000. She has worked for the city of Pineville since June of 2021, and has been Executive Assistant to the Mayor since July of 2022. She is married to her husband Daniel and has 2 daughters.
